gpedit problem

Hi

Anyone give me advice on this.

After an upgrade of hard disk I reinstalled XP Pro, all seems well except
for 'gpedit.msc', the contents are very sparse, before upgrade I had 7
folders under "Administrative Templates" including 'Network' and 'system'
etc. now I only have one namely 'windows components' which only has media
player.

Where are the missing sections and how can I retrieve them I want to access
'Qo5 packet scheduler' under 'Network'.

Bit of a mystery to me.
