when i go to my machine which is running winxp pro, and go to gpedit.msc
(local machine group policy) and expand everything, under User
Configuration -> Windows settings there is nothing listed there, where are
all the options? has anyone seen this issue and have a solution?

Hi,
You can reinstall gpedit.msc from your Windows XP Professional CD-ROM.
Boot from the CD-ROM, run Recovery Console, and enter this command:
expand D:\i386\gpedit.ms c:\windows\system32\gpedit.msc
substitute the drive letters accordingly.

Nope. It does not work. You should find some other way to reinstall full active properties in gpedit.msc group policy object editor to add complete set of objects.

Ok. This is easiest way which one I’m going to show to you. First look to the images at.

Second are the detailed steps to add the objects which one programmed in to some files.

Right click of your mouse on the administrative templates then add/remove.

Then pull add button after select all visible files and finely add them, close. Then your application will freeze for a wile then you are probably can see all your added objects at group registry policy. Thanks to me and my self for found out this a little right way in the world of not understanding.
