Gpedit.msc not found by Windows

In trying to solve a problem with blocked ActiveX downloads a solution
suggested that seemed to fit my situation was to make soem adjustments at
gpedit.msc

When I followed the instructions, Windows did not find gpedit.msc on my
computer.

What is the likely cause of this and what do I need to do to repair it?

The likely cause is you're running XP Home. GPEDIT isn't supported in XP Home.

Yes. I am running XP Home.

I am disappointed because several people whose problems with ActiveX
downloads sounded very much like mine reported that they were solved when
they made adjustments at gpedit.

I am still wrestling with no Information Bar, and ActiveX blocked somewhere
that is apparently out of my control as nothing that has been suggested so
far has worked.
