gpedit confusion

I am unclear about the application of
tools/services/security options of gpedit. Is this utility
only used as a client to set configurations for
workstations linked by a windows server or common domain?
Or, can it be used in a stand-alone situation where there
are multiple users on a single workstation? Example
Stand-alone: IE settings. I want to set a standard
homepage, and proxy with exceptions. My steps
are:gpedit.msc 1.Local Computer Policy/Administrative
Templates/Internet Explorer/Make proxy settings per machine
2. User config/Windows Settings/Internet Explorer
Maintenance/Connection/Automatic Browser
Configuration/Uncheck "Automatically detect configuration
settings" 3.User config/Windows Settings/Internet Explorer
Maintenance/Connection/Proxy Settings/enable proxy settings
(enter particulars) 4.User config/Windows Settings/Internet
Explorer Maintenance/URL's/Important URLs/check Customize
Home page URL/enter particular site. These are set as an
admin or Administrator of the workstation. If I log off,
log back on as another workstation user, not all users
"hold" the home page settings, and I think some do not
maintain the proxy settings (tired). A check of the
configs in gpedit indicate no changes made to default. Am
I using gpedit incorrectly? ANY help, references to
articles etc will be GREATLY appreciated.
 
Even in the local policy. The Computer Configuration Node will applied to
all users in the particular computer. User Configuration Node will applies
to the current logged in user who run gpedit and change the values.

Your answer was incredibly helpful. Does anyone know of a
way to set IE preferences for home page, proxy with
exceptions, and change cache to check every visit... on a
stand-alone workstations (multiple users) with a global
method. I want to avoid logging on as each user to
configure IE. We are a Novell network and are not yet ready
to implement ZEN for global management. HELP PLEASE!
 
Christoffer's answer told you what you needed to know to
understand why policy's aren't working for you.
Distributing a reg-hack via login script would probably
suit your needs better.
