GP not affecting Workstation

I applied a new GPO which adds the minimum # of password characters from 8
to 9, but the GP doesnt want to get applied even when I use GP management
and do a GRoup Policy Result I get the desired result. How come its not
getting applied?

GP is a affecting the workstations which is under the proper OU

Are you logging on locally or on to the domain? Only local user accounts
will receive the account settings that you have set. If the user logs on to
the domain then that user will receive account settings from the domain
account policy settings.
