Is it possible to start the recovery console and import a
text file into the registry to repair the problem, or
will I have to restore a previous copy of the registry to
get the machine running again?

My friend accidently deleted this while attempting to
remove a virus:
"Userinit" = "C:\Windows\System32\userinit.exe"
from:
HKLM/SOFTWARE/Microsoft/WindowsNT/CurrentVersion/WinLogon/

Can I import this from the recovery console to get the
machine back up and running?

The Userinit.exe file is on your system twice, one at
C:\Windows\System32 and the other at C:\I386. You can
copy and paste one to the other for they are identical.
Or, restore your system to about one day before your
friend "helped" you remove a virus. XP stores your
system files each time you shut down to a "good health"
file. You can restore your system up to 90 days back.

Try rebooting into safe mode if you can with that PC, and
then do a system restore back before that problem. Or from
that same advanced options menu select the "last known
good configuration" option. Also look at this article;
