Going crazy trying to update protected form!

I have to edit a protected form. I know nothing about the very weird way that
protected forms work.
In this form there is a 'comments' section that I am supposed to be able to
edit.
When the form is protected I can enter and edit text but it wont let me
insert a table nor add rows to an existing table and I do need to add and
edit tables. When I unprotect the document and I click in the table to insert
a row, the entire comments section is highlighted. There is no way I can,
select a row to insert another row under.
Pleasesomeone help, I have been messing with this for hours and have gotten
nowhere.

Which version of Word is this?

And which type of protection? If you are dealing with a table in an
un-protected Word section, you should definitely be able to insert table rows
as desired.
