global file associations?

XP Pro allowed you to change file associations globally for ALL users
on a system. In Vista Business x64, I'm trying to find the same, but I
can only seem to change a file association for the currently logged in
user.

Searching some previous posts, it seems like MS took this global file
association OUT of vista. Is this really true?

I don't want to get into an argument about the merits of keeping or
removing this functionality, I just need to confirm absolutely is it
gone or not?

I don't think it "absolutely gone", rather, removed from the GUI.

Do you know how to edit the registry to make the change then? I know
the key is HKEY_LOCAL_MACHINE -> SOFTWARE -> Classes, but I don't
understand how to edit that, it seems to point somewhere else in the
registry. Does anyone know how to make that registry change to force a
3rd party file assoc for all users on a system? Thanks.
