Run "active directory site and services" form administrative tools,
navigate to proper site and DC in this site, navigate to NTDS settings
under DC, right click, properties - on the General tab You have check
box described "Global catalog" - if it is checked this server is global
catalog. If You want to make server acting as global catalog just click
this check box - data in the global catalog are automaticl created
during the replication.
So You don't have to move global catalog but You have to make new DC
acting as global catalog and take this role out of old server via
clearing this checkbox.
