Global Address List disappeared

I installed Outlook 2k for a user and the names in the
Global Address List disappeared. I have seen this happen
in the past and the problem was in IE. Under the IE
properties, programs tab, Outlook Express was selected on
the email line. However, this time that is not the case.
Anyone know of a solution?
