giving a domain full permissions to a workgroup

I have a Terminal Server that is on the same ip scheme as my domain but I
have it setup in a workgroup whereas the rest of my LAN is on a Windows 2003
AD Domain. Is there a way to give my LAN users full access to my web server
without adding it to my domain? I am hoping that I do not have to create
local accounts for each user. Please advise, thank you.
