Give the Administrator better management tools

I would be nice if the administrator could do the following this quick and
easy:

Select 20 users
Specify that all 20 share each others calendars and allow all 20 to edit
each others calendars.
Specify that the above settings are applied even if the a user get a new
computer and new profile.
Specify that the users are NOT allowed to change the above settings.
