HKEY_LOCAL_MACHINE\Software\Gibson Research\OptOut!
The sub key contains:
default
ignored spyware
options
seconds to show

Any ideas please?

Done anything at/Installed anything from one of Steve Gibson's <shudder>
pages and then told Spybot, SpywareBlaster, Ad-Aware, etc., to Ignore it?

Why would I have this Reg Key?

HKEY_LOCAL_MACHINE\Software\Gibson Research

Because you installed something at one time from grc.com (completely
harmless).
