Ghost Image

I'm having a user who gets a stationary ghost type bar on
his documents, but it disappears when you select new
window. It looks like a header but the view header/footer
is turned off. Any help is appreciated.

Are you sure this is not a header - view header does not 'turn off' headers,
it merely moves the focus between header and main text area?
