Getting the dialog open blurb, but Outlook won't let me open it

Outlook won't allow me to utilize it at all, and gives me the "A dialog box
is open, but I can't because I get another one tells me "The operation
Failed" when I try to access Outlook to close it. What is the problem?

Please repost your question in a newsgroup supporting Outlook. The
Microsoft webpage can be confusing - the first group on the list
(alphabetically) is for Microsoft Access.

Scroll down and repost in an Outlook group. Please specify what
versions of Windows and of Outlook you're using when you do.
