I'm new to Front Page and want to create a site using an example site. The
example site has navagation butons on the left that stay the same on all
following pages. What is the best way to do this? Frames? Are frames bad,
they didn't seem to mention them in any of the training leesons I went
through?

Frames are terrible for someone in your position to use. You will very
quickly find yourself in a hole so deep you can't get out.

Please take the time to study some HTML before beginning. Your learning
curve will be so much easier if you have even a passing grasp of the
concepts.

The example you are looking at is probably using Shared Borders and FP Navigation View
or preferably a Dynamic Web Template
