Getting rid of virus by reinstalling operating system

Would simply reinstalling the operating system ensure that a virus be
eliminated. I assume that the virus files would still be on the hard
drive.
 
Simply writing over your OS will leave the virus still onboard. Visit Norton
or McAfee to see what that particular virus requires to be neutralized and
cleaned. A wipe disk and reinstall of the OS is rarely needed. Good luck
