getting rid of unwanted XP pop-up messages

Hi. Could someone explain how to turn off those annoying message bubbles
that come up automatically with XP? They are near useless and obstruct

To Disable Folder Pop-up descriptions.

Control Panel (Classic View) > Folder Options > View tab > uncheck "Show
popup description for folder and desktop items"

wonder why this can't be made more accesible? I'll let my friends and
coleagues know about it, since they've asked for a solution many times over

TweakUI makes it pretty accessible.
It and about 100 other tweaks.
