getting rid of toolbars

i have this toolbar called rdr inside that wont go away.
Ive tried unchecking it and unlocking and locking the
toolbars when it isnt there already. After i uncheck it,
it usually goes away but comes back either a few minutes
later or the next time i open internet explorer. Any
suggestions on how i can get rid of it for good?
