Getting keep folders expanded in 2000

Does anyone know how to keep the folders expanded in 2000 without getting in
the registry? All of my users complain about that when they open explorer,
My Computer is not expanded and they don't see their drives.

Edit the "Target" of the Windows Explorer shortcut to be

%SystemRoot%\explorer.exe /E,
