Getting following error when opening Outlook

"Cannot start microsoft office outlook, cannot open outlook window The set
of folders cannot be opened the file C:/documents and settings/Michael
Moore/local settings/application data/microsoft/outlook/outlook.pst is in use
and cannot be accessed" Close any application that is using file and than
try again you might have to restart your computer

I've restarted computer several times? Same error. How do I check if .pst
file is open somewhere?

so you get that as soon as you reboot? Are you using sync software or other
software that accesses outlook data, such as Vista sidebar gadgets?
