Getting Black Box Where cursor should have only a line

I had a bad system.ini file, so had to reinstall windows xp no formating hard
drive. Now I have a black box where cursor is and where there should only
be a vertical line. This blinking black box is about 1/4" long and shows up
when typing this message and in explorer address box and in notepaid . Will
I need to reinstall windows or is there some adjustment to be made somewhere?
