get rid of "This action has been cancelled" message

I cannot follow any link in any email in outlook. I always get a message that
"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator". I am the system
administrator as it is a single user system at home. How can I restore normal
operation?

Have you checked in Internet Options that outlook is the default mail
handler?
