Get control of ICS

Hi,

I'd like to set up a max limit to the bandwith that ICS is allowed to route.
It would be perfect if I could set or remove it at runtime.

Are there any known tools or methods?

If not: which routing software could I use that has that feature and that
works with the same client settings as ICS does (so that I can change the
software without having to set up the clients again)

PS: I've thought something like http://www.netlimiter.com could get control
of it, but ICS isn't supported yet by this one they say.

It's not really possible on a software level you would need to buy a router
that can handle the variance in bandwidth you seek.

ICS does not have this abilty. You would need a hardware solution to do what
you want.
