setting and text are in german how do I change it all to

Buy an english version, that is the only way.

You have to buy an English XP CD and install it, you can
dual boot or format and do a clean install. XP Pro has some
additional language features for usage, but to change the
system language you have only one option.

Deinstall Windows and install an English version of this OS.

You cannot upgrade or convert from one language version of the OS
to another, so you'll have to purchase and use the full version of
English WinXP to perform a clean installation.
