General Tab on Internet Options Dialog

One of my employees has gone to some site and it has
defaulted his home page to 'Search with Pleasure'. He is
no longer able to change his default home page because he
cannot access the 'General' tab on the 'Internet Options'
dialog. Does anybody know how to eliminate this
problem. We have tried downloading service pack 1
(running on W2k) but this has not helped.
