General Tab missing from Internet Options under Tools Drop down.

When I start my browser a place called www.coolsearch.com
changed my start page to their site and also managed to
eliminate my General Tab so I cannot redirect any other
sites. I understand to go into the registry and change it
and that works until I turn the computer off and start it
up again and open my browser which consistantly does the
same thing...how is their site doing this...I would like
to be able to restor this general tab back like it was but
no one has been able to tell me how...
