General question

It appears that I do not have .Net Framework installed on one of my PC's.
Is that possible? If that's true, do I need to install it?
 
Sure it's possible (if you haven't explicitly installed it or if you don't
keep your pc up to date with the Windows updates). You only need the
framework on your pc if you intend to run applications written for the .NET
Framework.

You can download and install the Framework via Windows Update.
