General & Program Tabs Missing in Internet Options Window

Can someone please help me to restore these option tabs
back into Internet options Window ... General & Programs
 
I posted this question a few days ago and was directed to
Kellyys-korner. It did not fix my problem. I then decided
to pay the fee and call microsoft. You need to edit the
system registry. Email me directly for instructions. I
will type them up.
