General Acces Error

I uploaded the Vista on my computer and now when I Try to open my WMM gives
me an "General Access Denied Error"... Please HELP!!!!!
 
Which version of vista?
Upgrade from XP
Reformatteed drive and fresh installation

Also, more help might be found in the vista newsgroup and not the xp one
