"Game Controllers" in Control Panel hangs

The "Game Controllers" program in the Control Panel hangs
when I open it. It does work for about 5-15 seconds,
then the entire program freezes (you can't select or
click any buttons or anything). This never happened with
Windows 98 SE, but it happends everytime with Windows XP
Home (even after using Windows Update). I don't have any
joystick or other such devices connected and it does
this. Even when I did have a joystick connected, it
still does the same thing. Any suggestions?
