Game controller IDs

Does anyone know how to change the controller IDs in a multi-controller
set-up in XP home? (Saitek X-45 joystick & throttle + CH Pro peddle USB).
My system defaults the peddles to controller 1 meaning I need to manually map
40+ commands into the joystick. How do I get the joystick into the
controller 1 slot?
