function key macros under XP

I might be overlooking something obvious, but ever since I've started using
a Windows OS (95, 98, 2000, XP) I haven't figured out how to map character
strings to the F1 F2 ... F10 F11 F12 function keys, and replay them as
needed when editting (command line, text edit, etc.).

Is there capability provided in XP to do this?

No. You need third-party software like in Windows 9x. You could look
for such programs at sites like http://www.tucows.com/,
http://www.simtel.net/simtel.net/.
