Full Screen Size and Position

I am looking to modify the size and position of full screen
applications. I have a monitor installed in the dash of my car and the
top 1/2" of screen is hidden behind a panel. When I start the
touchscreen shell (Media Engine) I would like it to leave the top 1/2"
of screen empty. In the standard windows environment I achieved this
by installing an empty toolbar at the top so maximized windows snap to
it as the top of the screen.

Does anyone know of a registry setting that changes the "usable area"
for all applications?

also, does anyone know how to make a shell that "runs windows inside a
window"?, or that runs full-screen applications inside a window?

Use the manual screen adjustment provided by the hardware.. do it before
starting the vehicle and moving off.. in the interests of road safety, do
not operate the computer while driving.. please be responsible enough to
allow others a full life.. and remember that the emergency services do not
discriminate between extracting you from your in car computer system, or the
third party victim from whatever scenario you placed him/her/them in.. it is
a thankless, mind numbing job, and nobody should ever be put in a position
where they have to do it..

That's close to what I was picturing, with me coming the other direction on
a two-lane blacktop. ;-)
