ftp works but not www

I can connect to the webfolder through ftp but I have to change folder to
"public_html" that is a sub-folder to get to the real web-site. How do I
connect frontpage via www?

Are the FrontPage Server Extenstion installed?

According to the support of the webhotel no.

Is then the only solution to work locally and then ftp the files and folders
to the webserver? Or is there a better solution?

Without the FP extensions on the live/remote server you have to work locally and the publish via
FTP.
