ftp prevent folder creation

Since IIS is NOT a native program to WinXP your question should be posed in;
microsoft.public.inetserver.iis

Not an IIS issue.

You can control authorization using NTFS ACLs. Experiment with the
settings that control directory traversal or directory listing, which
would directly affect user's ability to READ and use what they
created.
