ftp into domain

I have a windows 2000 workstation configured to run ftp services on our
business LAN (windows network). All pc's on the LAN can connect using
NETBIOS names. The ports on the router have been forwarded to point to the
FTP server. Only PC's logged onto the domain can access the ftp server from
the Internet. The ftp server is configured with all default settings. It
sounds like a permissions issue. Can somebody help?

Ask them in inetserver.iis.ftp
