FTP - Connect call failed!

I`ve problems with ftp. Every time when I try connect ftp by Total Commaner
results is Connect call failed.
Even i trying see samething on any ftp by IE that`s not possible, in two
cases is working when ftp is connested inside of LAN
I`ve got second computer with linux and every thing is fine from this one
