FTP Behind proxy.

My workstation at work is connected to the internet
through a proxy server. I have no problems accessing ftp
sites through internet explorer. I would like to be able
to use ftp at the command line, but it will not connect.
Is there anyway or program that allows you to download
from ftp at the command line using a script through a
proxy server. Any help or suggestions are greatly
appreciated.
