FTP Access issue

I setup a simple 2 PC network via a switching hub. 1 PC has a USB DSL modem
which is shared. FTP access no longer functionings suddenly. I have tried
turning off the firewall, deleting modem, no netwrok bridge etc. I can ping
the server address, e-mails are normal for both PC's. I recently changed to
an alternate modem to test the modem fault theory and I was able to connect
for a short time. After I ran the home networking wizard and rebooted the PC
access was lost to FTP again. Is there a simple solution or will I have to
perform a repair installation on the primary PC?

the connection is terminated by the server immediately and it asks for
confirmation of the server address and log in details ...which are correct.
It almost seems like the FTP service cannot detect an iinternat connection.
