FS2004 performance problems

I have a 2400xp @ 2.0 Ghz, 512 of PC 3200, radeon 9600 pro all in wonder. Ive been having frame rate issues. At low settings, I'm not getting more than 10 fps. But on higher settings, it runs at 15fps. I also have a intel p4 2.4, 512 ram, nvidia 5600. That one gets 25 fps on highest settings, which doesnt make any sense because its 3D mark 03 score was 1500, whilst the radeon made 3100. Is there some kind of compatibility issue with ati, or amd? Im running out of idea as to whats slowing it down. Does the ram need to be 2100, to be in sync with the 133 fsb? Do I need more? Does ati have compatibility problems with directx? Please help me reslove this, Im really starting to get frustrated, thank you.
