I inserted a form in FrontPage. Inside the form I put a table with two
columns. In the left column, I put titles of what the person is supposed to
insert in the right column. In the right column, I inserted text boxes. The
form is working except that the titles are not appearing when the form is
sent to me via email.

Did you name the input text boxes? This is what Frontpage will use - not
what you typed in on the left column.

The only information that is ever sent back to the web server is the
information created with the form fields, in this case text boxes. Nothing
else is relevant as it is not part of the form. Even though you may have
text in the form, that is not a form element. Only things like text boxes,
checkboxes, buttons, dropdownlists, etc. wil lhave their information sent
back when the form is submitted. You can name your form fields into text
that is as meaningful as possible so that the FrontPage form handler can
pass those names along. Keep in mind, you cannot have any spaces in the
names of the textboxes but you can use things like an underscore to help
make them more readable.
