Frontpage Server Extenstions 2002, unable to create subweb

I'm on a Windows 2003 Server, with .NET 1.1.

Every time I try to configure a new frontpage server 2002
subweb in an existing web the login box will not let me
proceed. I'm able to administrate everything else except
subweb creation.

The quirky part is that I'm able to create a subweb in
order web sites that have been setup for a while, just not
newly created web sites.

Also, the username and password is a domain account. It
gets validated in several other places, just not subweb
creation.

Any ideas?

Display the FPSE Administration page, click Manage Roles,
click your role, and make sure that

Manage Subweb - User can create, rename, or remove
subwebs.

is selected.
