Frontpage add theme on page only shows background color not butto.

I have just upgraded to frontP 2003 . I select >new >blank
page>Format>theme>waves>apply to selected page.
I only get the back ground color. Shouldn't I get the entire look with
buttons , headings and such. I I select customize I can see the entire theme
but it does not show on the page.

It's the same as FP 2000 and 2002 - in order to get the entire look, you must
have the selected elements applied to the page - in other words, you must add
the navigation bars, add a banner, etc. Your new page should be within a web
navigation structure in order to GET navigation links after you've applied
them.
