FrontPage 2003(When uploading)

How come when I upload/publish to my site it only changes the current pages
but it won't add the new pages to the site?

But if I zip the file and have the web hosting company upload it works just
fine. The person there tells me I need to reinstall my copy of FP 2003 which
I have done and it still done not work.

Any answer to the problem would be great.

Depends on how you are publishing
- FTP (a server w/o the FP SE)
