You should be using FP's http Publish, not 3rd party ftp... ---as cute as it is, cuteFTP will break your extensions on the server.

FrontPage PhotoGallery only runs on hosts with the FrontPage server
extensions installed.
You need to publish your files via FP and not use a third party ftp. If you
had FPSE installed and used ftp, then they are now corrupt and need to be
re-installed. Some hosts allow the user to do this via a control panel,
others don't, in which case you need to contact them.

PhotoGallery does work on servers that don't have the FP extensions. I use
it all the time. Publish your web using the FP Publish command and it will
keep track of everything for you. If your site doesn't have FP server
extensions FP uses its FTP to do the transfer.
