Frontpage 2003 and Window Server CAL

I have 18 PCs installed with Frontpage 2003 for web page editing and upload
through internet. Do I need to purchase 18 Window Server 2003 R2 CAL (per
server licensing) for them ?

You need to ask this in the Windows Server Newsgroup regarding the individual PC connecting to the
Windows server, as FP doesn't care as long as it can connect.
