FrontPage 2003 and PNG / JPEG

I have an item in PNG and JPEG that I want to use as template for my site.
How do I add text and navigation buttons using FP 2003?

You would have to insert the image into a table and then create imagemap hotspots. However this is a
very poor method as you site will have very little, if any text to be indexed by search engines.
