You're actually talking about two different things.
When you change the Default Page Fonts under Page Options, all this does is
change which font appears in the FrontPage editor window. If you look at
other editor programs (even Notepad) you'll see that this is a common
feature which allows people to use their font of choice while editing. This
has zero impact on what font is used by your web pages.
To change the font that is displayed in your pages, you have to modify the
text on the page either by highlighting the text on the page and selecting
Arial using the Font toolbar or, my preference, using Cascading Style Sheets
(CSS).
The Font setting is probably the quickest, but it will add extra 'size' to
your page because it will add font information to each block of text
(paragraph, table cells, etc.) and can result in slower pages. It can also
make changing the appearance of your site more difficult because you have to
change the font properties on each page in your site.
With CSS, you can use an external file and have every page in your site link
to it. Later, say you decide to use a different font, you can edit the
single CSS file and have all of your pages reflect the change.
