Why is code cleaning only available when publishing? It is limiting this way.

it's rigged up this way so that "save time" features such as editable areas,
FrontPage includes, etc can still be used. they'll behave normally on your
local machine but when you publish the comments will be gone.
it shouldn't matter if you've got extra comments on your local machine's
copy of the web in question.
One thing about the optimize on publish is that if you try and publish a
FrontPage include (selected file only) it won't cascade into all the other
pages that use it (because the comments are gone and FrontPage can't know
where the content gets written and into which pages)

A limited code cleaning feature is available at any time - Code view, right
click and choose Optimise HTML.
However, HTML optimisation is dangerous at any time - removing comments
means layout table and include page information is lost (the content is hard
coded into the page, but updates to the included page will not be carried
into containing pages); long line of HTML will break some browsers.
The only safe optimisation is removing leading whitespace.
